Rex, I have a pair of those spacer plates but don't have them in front of me at present but each one of mine has two holes in them. One which I recall is located about mid-way of it's length where the roll-pin noted by Edward is installed while the other one is located close to one end of the plate. That might be what you are asking about as that hole is for a retaining clip I read somewhere in one of my many IH manuals. At one time I had the part no. of the clip used to retain the plates in the sockets when an implement wasn't hooked-up to the tractor. The hole would either be to the front or to the rear depending where there would be something on the hitch socket to retain the plates with the retaining clip. Since I could never locate the availability of the clips anywhere in the IHC parts network I just remove the plates from the hitch when no small point implement is on the tractor as they would most likely be lost when moving the tractor without those retaining clips. Hope this helps somewhat in your spacer plate orientation to your hitch, Hal.
