I can tell you how it would act, VERY BADLY the spark would be weak as coil voltage and current is gonna be less then it was designed for.
On a 12 volt tractor using a 6 volt coil, the ballast drops the 12 volts from battery down to 6 so the 6 volt coil sees what it was designed for, 6 volts, and a good spark.
BUT if on a 12 volt tractor you keep the ballast BUT USE A 12 VOLT COIL the coil sees quite a bit less voltage and current then it was designed for so the spark IS WEAK.
Id say symptoms may be hard to start and poor performance.........
