Have you checked the reverse shift fork. It is easy to inspect, just remove the side plate on the left side. The lower end of the fork can break off. Also check how much end play you have between the gears & shift collar on the reverse idler shaft. Have seen the rear thrust washer wear into the housing. Collar can't fully engage the gear. Sounds like you have checked the top end & cover pretty well. Any excess wear in the linkage will make it hard to get reverse. A worn bushing in the shift lever and the pin it pivots on looses travel needed to shift into the gears.
