After changing the hydraulic filter and making sure the system is full, if it still doesn't work then over fill it by 5 gallons. If it works then there is a seal out on the MVC pump not allowing it to prime. Just run it 5 gallons over unless you want to replace the pump. If that still doesn't work I would completely drain the whole system and fill with new HY-TRAN. HY-TRAN is designed to absorb moisture. After so many years it is "full" and the pump freezes up when below 32*. Fresh fluid will cure that. If you need to get it somewhere warmer to work on it put a knipco heater aimed right below the drivers side battery. That will thaw out the pump to get you moving.
