Like Brian said, the gas side of the engine needs to have everything up to snuff and working well. Go through and check your points, wires, plugs and make sure you are getting a good spark. Once you have that(if it still isn't starting well), pull your carb and check the float and clean it up good. On my 450D it wouldn't start well so I pulled the carb off and found pieces of the float that had once been there. I put a new one in and now it starts rite up. The other day it was 15* and about 3 seconds on the starter with full choke it took rite off and ran fine.
