Governor or the throttle control arm will need changed. To keep the same type ventilation pipe to air cleaner pipe. Use the 450 valve cover, remove the SM tube over the rocker arms, plug the rear hole in head where the pipe went, Put the short nipple from the front top ventilation hole of the 450 head into the M head. Chances are the 264 was already rebuilt to 281 size in the past.
