Not uncommon with newrings both of your starters are probably needing to be refreshed. You know the engine is free because you turned the engine over somehow when you installed the new rings. You could pull the tractor to get it started and get it running after a good warm-up then your starter mite work. Is the battery up to snuff and are the cables and the sw up to snuff. I find the same problem sometimes after a new engine is finished. You also could use a 12v batt to start. You know the engine is free cause it does turn oever just not fast enough to start.
