If the crankshaft-to-camshaft timing is correct, you don't need to worry about the timing marks on the mag drive.
With the crankshaft at #1 TDC, simply mesh the gears so the mag drive slot is like this "/", probably between the one and two o'clock position, and install the mag.
With the slot set like that, there should be enough adjustment in the slots to set the mag to impulse at or just after TDC.
If NOT, you may have to move the gear mesh one tooth in the direction required.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
