My M does not a have a belt pulley on it, but my h does and the engagement for it is nothing like that (and yes I realize it is aftermarket, but I do not see how it would work with belt pulley).
Any chance that second shifter is for one of the 9 Speed auxiliary tranny's? I believe both M&W and Heisler made one plus maybe Behlen? Anyway, M&W auxiliary shift utilized a cable at some point where the Heisler was all mechanical linkage. Alternatively, Could that lever be to disengage the belly pump for when a 9-speed is added to keep from overdriving the belly pump when the 9-speed is used? FWIW: the 9 speeds gave 4 gears faster than 4th gear but slower than 5th gear. Road gear was locked out from being used. These added gears were useful for light jobs like rotary hoeing, raking, or any light job where more speed but less throttle was desired.
