Shutters were used on lots of older tractors to maintain coolant temps hot enough to burn kerosene or distillate. Simplest of them wee just curtains that blocked air flow thru the radiator. Later on the were changed to vane types that could be adjusted from the tractor seat so you didn't have to stop and get off to adjust the shutter. The vane types were notorious for sticking and rusting fast, so lots of them were removed especially after most started using gasoline instead of distillate. The crank you refer to was used to adjust the radiator shutter. It's almost certain that your tractor was originally built to burn kerosene or distillate.
