If you've got a Fast Hitch, and it's controlled by the middle lever, here is what probably happened:
0. There is a flow restrictor for the Fast Hitch valve. Can't remember if it's in the valve itself or in the block at the back of the toolbox.
1. The Tel-A-Depth system failed at some point in the tractor's lifetime.
2. The previous owner re-plumbed the Fast Hitch to the middle valve.
3a. The Tel-A-Depth valve failed in such a way that it can still be used as a normal hydraulic valve, OR...
3b. The previous owner eventually replaced the Tel-A-Depth valve with a normal valve, and never reconnected the Fast Hitch to its proper location.
On a 460, your left and middle levers are supposed to be for the remotes. The right lever is for Fast Hitch, or the optional 3rd remote if the tractor didn't come with Fast Hitch.
