It sounds to me like you have a stuck flow divider valve spool or the orfice has turned in it"s bore or fallen out. The orfice is in the flow diver valve where the large hose coming up from hydraulic pump enters the valve. The hitch has a separate pump that is why hitch works. I think there is a serial number break as to exact style of hydraulics you have but from your description of problem I think this is your type. I have made a few orfice"s for the 656 with same valve by cutting off a piece of round stock (think bolt)but can"t remember exact size of orfice hole.

Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
