Gary. I had a IH 1190 9ft conditioner for about 20 years. What that is for when you make short turns it lets the cutter swing to the side more so the PTO is not having to make a hard bend to keep the U joints from chattering. I can't remember just how it attached to the drawbar, I know mine had one bolt thru it, but I only used that piece for a year or two. I just ran it with a pin with a nut on the bottom thru the drawbar on the tractor an the cutter tongue with the hole on it. If you have a hammer strap on your tractor, that will work also and not use the this part you have pictured.
