THat is the governor, it is on this side, and the cap is the engine oil fill cap. Engine oil goes in there when needed, or when doing an oil change. I cannot see to point it out, but there should be a dipstick. If not there are petcocks on the oil pan to check the level. 15-40 diesel oil is great, as is 10-40 car oil. The hydraulic system uses hytran fluid today (called for in the book is 10 wt non detergent motor oil, it is not as good for the application as Hytran, the engine oil called for is also a straight wt., go with my recommendation) the oil has had massive improvements since the original manual was produced.
