Rear duals on H

Noticed the neighbor has duals on his 1066 and Super M. Using the Super M it gives me a feeling of being a bit more secure in regards to side to side movement on rolling terrain. Is this a false impression? Would duals on the side be safer in regards to tipping that way? Give me better traction? Weight factor of the tires and strain on the trans?

Also noticed he has clamps and bars going from
rim to rim on the duals. Is this the proper normal method? Does this keep the tires from wobbling and secure them better, less strain on the axle hub?
