Before you start switching wires make sure it's actually charging. Measure the voltage on the battery with the engine running and the lights OFF. With the meter showing full charge it should read 7.0-7.5 Volts.
It is possible you have the lights wired up wrong, creating a SHORT CIRCUIT. That would cause the needle to swing to full discharge. Also your wires will get hot very quickly.
