The pinion washer goes on first cupped in. Then the pinion spacer with the taper side toward the engine or inward. The cover goes on and then push in the felt seals. The felt seals fits between the cover and fan belt pulley. 2 might be too many. When they are new they are bigger. When they get broken in another one may be added.
