A Cub is a very capable and nimble little tractor. The people who say they're underpowered are those who are expecting to get 20hp worth of work from a 12hp tractor.
However, even a Cub will look big and clumsy when put into a 5000 sq ft garden. And, it will take finding the right Cub-specific implements to make it useful beyond the initial plowing. These implements are often considered collector's items and may not be easily found for cheap. Aftermarket 3-point hitches are available but would need to be factored into your budget. If you intend to add a hitch make sure the tractor has a hydraulic lift; this was optional equipment on the Cub.
If it were me in the same situation I'd look for an older IH Cub Cadet or Power King garden tractor to do the work you're describing. It obviously wouldn't be quite as good with plowing but, with a standard Cat 0 three point or sleeve hitch, could more easily be adapted for other tasks.
