I would enjoy and leave it alone (assuming not dangerous). Frankly, I would be happy it is so responsive - lets you know the engine is not worn out too as a tired engine will often not respond even with a snappy governor.
FWIW: Most old timer's claim Allis Chalmers always had the snappiest most responsive governors back in the 1950's which allowed their tractors to frequently outperform their hp ratings due to this.
