The little piece holds the hitch in a fixed position so you can use the touch control arms for cultivators. You remove the heavy bar shown in the pictures, and install that link to the brake drum.
The heavy bar allows you to tilt the hitch side-to-side so that the bottom of your furrow is level when you're plowing.
As an aside if anyone has one of those bars they want to sell cheap, I need one. The fast hitch I bought for the Super C didn't come with one.
