When the relief valve sticks like that, the Hyd. fluid will get hot and foam and your lift won't lift. I had that happen on mime and the lift unit got so hot you could not touch it. I had the lift unit rebuilt at the local IH dealer. It wasn;t cheap but it works like new now. The lift unit is easy to take off the tractor and that will save you some money if you have it rebuilt.
