Bill: forget the governor. check your fuel delivery at the carb. Remove the fuel line at the carb and run fuel into a can to check the flow.
If you've got good flow, take that carb apart and check the float needle and seat are not sticking and float height properly adjusted, not hanging up on the hinge pin, no dents or pin holes in the float the float should float well in a can of fuel.
