They don't just go from loose to tight overnight due to lack of maintenance. They get harder and harder to steer gradually until they don't steer at all.
Did you ask your friend what he did to tighten the steering?
He had no reason to touch the steering box if all he did was replace the clutch. If he did anything, it would have been done to the shafts and universal joints.
The Super C steering is dead simple. You should be able to figure out where its binding by looking at it carefully. Take the steering shaft apart at the universal joint and try turning each section separately.
