Zach, I've been as confused as your are in what this item is to the point I got out my Farmall H part catalog which I'll bet you have also. The only item I can find between two springs is the governor control rod swivel part no. 51355D. If you look in your catalog or on-line in the CaseIH part diagrams it will be shown on page 96 in the governor controls in the Chassis, Engine Controls and Instruments section. It is item no. 19 in my catalog and appears to be a rather small item. As many H's as I believe you have parted out you should have that part unless you left them attached to the governor control rods. The part doesn't appear to be available in the CaseIH parts supply as I checked Messicks and the Parts Depot. Hope this helps with understanding what is being described as needed due to wear as it appears a salvage part is the only option, Hal.
