The cab looks like something off of a road grader. The pedals say "Farmall" but the hood says "Industrial/Wheatland" but the grille says "Farmall" again, but the front end says "Industrial/Wheatland"
I'm starting to think that this is one of those "skid units" that IH used to produce.
Basically a skid unit would be a partial tractor shipped on a skid, or pallet, to an aftermarket outfitter where some piece of specialty machinery would be installed. Road graders are one example. Paving machines were also built around IH tractors like that.
It would have been some sort of municipal or industrial equipment, not farm machinery.
Obviously most of the specialty equipment has been removed.
