One of the advantages of calcium chloride is that the weight per gallon of a near-saturated solution is about 13# per gallon. Water weighs about 7 1/2# per gallon. The cheapest additive to prevent freezing is methanol. It takes very little to do the job. I cannot specify the proportions. It weighs slightly less per gallon than water. It is only mildly corrosive to steel and animals are unlikely to drink it, although it is poisonous. One problem, regardless of your additive, is that the tire shops have only one pump and one reservoir if they fix your flat. Whatever someone else uses will, to some extent, wind up in your tire. That makes a better case for wheel weights. On one of my tractors, I have both weights and fluid.
