Have you got that Cub running yet? The float should not touch the top of the carb body. Best way to measure the float height is with carb removed from tractor. With bowl removed from carb and carb in hand, invert the carb so only the weight of the float is on the needle. Make the measurement and adj as required very carefully. Flip the carb over, the float and needle should drop freely. Connect a length of plastic tube to the carb fuel inlet. You should be able to blow thru the tube with the carb upright. You should not be able to blow thru the tube with the carb inverted. With the carb in hand, turn the idle adj screw in so you know you have a small amount of throttle plate opening at the idle stop position. This is to insure you are not shutting your tractor down for lack of throttle opening at idle. Set your carb mixture screw or screws at 1 to 1.5 turns out each. You've adjusted a clean carb, verified fuel delivery, I assume you've got ignition, that cub should run!
