Anti-Foulers causing problems?

My H is used for mowing and snow removal (ie light duty for an H). Last summer, I fouled out a couple sets of plugs so I bought the anti-foulers at NAPA. Haven't fouled a plug since. The weather has been cold ( 0 - 25 ) here in western PA and the H was giving me fits trying to get it started. It usually is half choke, quarter throttle, and away she goes. This year it was crank, crank, crank, ether, swear... I noticed the inside spark plugs were fuel soaked so I purchased new plugs, cap, rotor, points, and condensor and removed the anti-foulers. Back to easy cold weather starts. Anybody else have cold weather problems with the anti-foulers? My H engine is starting to get a little tired but it runs well enough to do all I ask of it.
