So often people spritz a "stuck" bolt with penetrating oil, slap a wrench on it, and start reefing away. when the bolt comes out, the penetrating oil is the best stuff ever made. When the bolt twists off, the penetrating oil is the most worthless junk known to man.
It takes more than a few seconds for penetrating oil to work, if it's going to work. Days of repeated applications, sometimes months, is what it takes.
In your case, penetrating oil is not the tool for the job. Depending on how badly rusted up that poor thing is, there may not be a tool for the job.
