Lot of guys on here know more than I do as I have learned the hard way over the years. For me the best way to set governors is using a tachometer. If you have a manual it will give high and low RPM's and its just a matter of adjusting the screws to get what you want. Probably high end is most important so the engine doesn't run faster than its build for. Worst that can happen on low end is your engine doesn't run fast enough to stay running.
