Likely one of the wires in the lightbar shorted to ground. The fuse is for lights. Check the fuseholder clips for presence of voltage with the switch turned "on" either dim or bright; one side should be "hot" and the other "not". If so, you have power available at the switch and can run a temporary new wire to the lights; install a new 20 amp fuse. Use 12 or 14 gauge wire and make sure the light assemblies have a good ground.
