Steel wheels aren't very forgiving, I would go with the fenders. Any hard object and they will almost throw you out of the seat.
I was using a 36 F20 during plow day and " found" a submerged rock with the furrow wheel, woke me right up !! I didn't have fenders, if that rock had been any bigger, I am afraid it would have been a very bad day.
When loading & unloading, sections of used conveyor belt come in very handy. Using a winch is the calmest way, that usually takes a helper.
