It is normal for coolant to be in that passage. Like I said, there are two bushings the impeller shaft rides on and there is a space between them. The packing that prevents leakage to the outside end of the shaft is behind that packing nut on front end. After you plug that hole the coolant will try to get past the next bushing and the packing. If it seeps a little tighten the packing nut some.
