The lift-all hydraulics (also known as the 'belly pump') is a self-contained, single-acting pump. Like the PTO and belt pully, it is not independent of the clutch. I believe the lever can control each port individually or all the way back to power all three.
The pressure is fairly low on these guys, starting out in '39 with 500psi and later being boosted to 800psi. With a fairly low flow rate to boot, don't expect to do anything too fast or fancy with the pump.
By putting a tee in place of the drain plug, you can then plumb in a modern spool valve and have dual-acting hydraulics, which will be handy.
The Farmall manual does not cover the belly pump very well, advising to take it to the dealer if something goes wrong. There is a technician book that covers rebuilding it, i found a reproduction of it floating around on ebay.
