Not sure if the link will get you the right place in the CaseIH online parts catalog but you are missing #21 and 2 #18 springs. It does not show the nuts. Assemble as follows 1.Take off all the nuts. 2.Slide one of the lips of #21 on the rod 3.Then one spring. 4.Next the part you have that goes into the bell crank on the engine slides over the threads of the rod. 5.Then the second spring. 6.Next a thread on a nut. 7.Then the front hole in the lip of #21 8 Last a nut. 10 The two nuts tighten to sandwich the front lip of #21 in the proper location. A manual would give you the proper method to adjust this. Hopefully someone will post a pic of how it is supposed to look. My M is 500 miles away so I can"t get a pic. for you.
