The block contains a single acting check valve. It blocks oil from returning to the control valve unless it is opened by pressure on the other hose.
Since the control valve is not completely leak proof, the check valve keeps the cylinder from settling when it is carrying a load. Because the valve requires hydraulic pressure to open you cannot lower the hitch unless the engine is running.
