Looks like a hydrant wrench if it is big enough. we used to call them Hydrant keys. the newer ones are big and have more tools on them but the old ones were the same shape as that and would fit in a coat pocket. Mine was about 3' long because the hydrants can freeze here. I just googled them and the ones they use now are a lot different than the forged ones we had, could be different jurisdictions used different keys altogether. I know ours would fit the 3 kinds of hydrants we were exposed to. Sorry for the long winded post it just brought back some memories.
