I bet you are right and have worn it out, as Kevin said, the hand clutch is not meant to be used for that kind of heavy work. The M&W hand clutch is designed for operations like baling hay or running a cornpicker where you may need to stop forward motion of the tractor without interrupting power to the PTO and thus allow the baler or cornpicker to catch up. The owner's manual specifically states that is not to be used for heavy tillage work.
