Hi as Jim said could be PTO dive splines on pressure plate. I assume you checked transmission fluid level. You can remove inspection plate from bottom of clutch housing and look at PTO drive shaft that is outer shaft that is splined and goes into pressure plate splines. You can mark the PTO shaft with a bright magic marker, then start engine and look to see if PTO shaft is turning at engine speed. If PTO shaft is turning, then check hydraulic filter but it should bypass if filter is clogged. Next would be hydraulic pump problem or MCV valve problems like stuck relief valve or blown O-rings.
