We had a lot of problems with the 66 series tractors doing just that. Throttle down after working hard and pushing out coolant. Running at proper level in radiator and they still did same thing. IH's field fix was to have us install a coolant expansion tank mounted on the precleaner baffle in front of radiator. That along with the radiator cap made for sealed systems took care of the problem. IH's factory fix was to rearrange the baffle in side the radiator to redirect the flow coming in the top of radiator. Usually, on the older tractors like 460 , through 806, reducing the coolant level to just over the cores would take care of the problem. Realize, that long neck on the radiator is a long way from the core so normal level is like 5 inch's below cap seat inside neck.
