Jerry,

General wear of internal parts is one thing. Also they can get totally gunked up with old oil deposits. If you have a manual that shows a breakdown of parts for it, I'de take it off and start by cleaning it. Carefull don't loose any small parts. As far as adjustments go, what is the engine doing to make you think it's the govenor?
