Don't remove it unless it's broken. This controls the engine speed over the range of operating conditions to be encountered. I am not specifically familiar with the 400 governor. I have an "H" and am in the process of checking the rated engine speed to see if it will deliver 540 pto which "H" puts out at 1650 rpm. In my case, this is necessary because I don't seem to be getting enough revs out of the baler I periodically run off it. So, to conclude, if it ain't broke don't fix it. To tell the truth running a tractor with a broken governor is probably a bit of a nightmare.
