I"m a retired Code official, but also a vintage tractor guy. My opinion is there"s a big difference between scrap tractor carcasses scattered all over the place, vs a nice collecion, all nicely lined up, with plcards, the grass mowed, etc. I think you could really make your case to the Prosecutor Attorney, if it came to that, and ceratinly to the Judge, if it ever got to Court. Note if it ever does get to Court, ask to see the exact wording of the relevant Code, it may limit it to vehicles inoperable, or not in running condition. If they start, tires aired up, etc., it might be a big plus.
