The gas is coming from worn rings.I dont see how a stuck open needle valve or a float incorrectly set would allow the manifold to fill up as the carb is lower than the manifold.Gas would run out of the carb most likely where the tube for the air filter connects.But if the float is set too low,it can cause both problems.Check the float settings first and make the nessacery adjustments.If it still backfires you need to check the timing and that the plug wires are in the correct place.
