Hi Jerry, you can test the tach by using a cordless drill connected to the end of the tach drive cable. Just make sure you have the drill turning in the correct direction.
The problem is still probably the drive mechanism. I am 65 years old and it was more than 15 years ago that I repaired the drive mechanism. If I recall there was a pressed in end opposite the tach cable end and I had to remove it and inside the shaft that ran the tach cable ran off a worm gear and the shaft end was held in correct position by a fiber spacer as the fiber spacer wore the shaft was allowed to push away from the driving gear and the shaft stops turning. I fixed it by adding a metal spacer and resealing the end cap.
