I can't remember exactly why. Either it's because they let the fuel slosh out, or the vent gets plugged and the pressure builds up. Regardless, the end result is a concentrated cloud of fuel vapor, which in the presence of a hot-enough manifold or open flame, goes WHOOOM! and leaves you a crispy critter.
The tall triple-baffle caps prevent fuel sloshing out for sure, and the vent design is more difficult to plug than the dirt-dauber-sized hole in the short caps.
