The size of the bales that you are going to use are critical to your choice of equipment. A small round baler such as the Krone making 4x5 bales can be handled by a 50 hp tractor. As the bale size increases the hp of the tractor must increase to safely handle the weight. With your budget, I think that you can cut, rake and haul with a 50 hp tractor. Baling will have to be contracted to a local custom baler. As time passes you can locate a baler and become self-reliant. Any good brand of 50 hp tractor with a pto and three point hitch will meet your needs. T0 get a good old 50 hp tractor with some life left in it you are going to have to spend a minimum of $4000. A useable rake will be $1200 and a mowing machine capable of mowing will be $750up. I do not recall if you stated where you live therefore I do not know how much snow you typically have. With rotational grazing and with pasture stock piling of fescue, I have reduced my dependence on baled hay tremendously. It is far cheaper and more efficient to let the animals do the harvest if the weather will permit. A 10 percent return on the hay equipment would give $500 for the purchase of hay. Have you seen the small trailer that can be pulled by a pickup that will load and transport round bales? The cost is approximately $2000 new.
