One of the reasons I don"t live in town. People busy in other people"s business. Sorry to hear of your headache.
My serious recommendation would be to sell your house and move outside the city limits. You will always have some neighbor with a bone to pick. Especially if one of them made an issue with this. Even if you get all the required permits to build something to hold them, whoever made this an issue will be upset that the town didn"t stick it to you and will be looking for something else to get you on as long as they know you still have those "pieces of junk" even if inside.
I wish people were different, but I"ve seen this before and have seen how it plays out. You"ll get more for your money in the country anyhow.

Today's Featured Article - Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
