Start with the battery posts and cable connections.
1. It is FREE, or at most a few dollars for a battery post cleaner tool.
2. It is EASY. No heavy lifting or big bolts to remove.
3. It is most likely your problem. Starters do not instantly go bad, or go bad from sitting.
We had this exact problem last weekend with the Super C. Dad was SURE the starter burned up. After we took the starter off, took it all apart, fiddle-farted around, put it all back together, and tested it with a battery and jumper cables, it worked fine. Put it back on the tractor and... NOTHING.
Bypassed the positive cable with jumpers, and the tractor popped right off and ran like a top. 30 seconds of scrubbing the + terminal and + cable clamp, and it worked like new again.
