Yes, chronic condition with that style starter switch. Doctored a lot of them, not always completely successful but certainly better. On my own M I just mounted the switch like the H has it up on the post. I guess IH figured the hand was not strong enough to give that switch the good contact it needs. Tapping it lightly causes a lot of locked starter drives for sure.
